boomer hydraulics question

Just above the HST filter on my tc25d there is some hydraulic tubing that has some sort of a fabric clamped around it. What's this for? The reason I'm asking is that the fabric is saturated with hydraulic fluid and seems to be leaking a little bit.

The short jumper hose is part of the oil cooler circuit. The hose clamps that connect the hose to the tubes are probably a little loose. Tighten them up, clean the oil residue off & observe the area for a while. If the leak persists, replace the hose AND the clamps. The fabric is the outer cover of the hose. ....
